Taxes

Cortland County has consistently had a moderate level of taxation when compared on a national basis. In fact, when the number and quality of services that the County provides are considered, Cortland County can be seen as a tax bargain. Although New York State imposes a modest personal income tax, no personal property tax is levied. New industries and businesses in New York State can receive benefits in the form of tax incentives and job development tax credits.

Legislation has been passed in 2001 by both the New York State Senate and Assembly designating Cortland County a participating community and one of New York State's newest Empire Zones. Businesses in Cortland County's Zone benefit from the program developed by New York State to foster the creation of jobs, enhance the property tax base and encourage investment into Zone businesses and properties.

An Empire Zone location offers financial and tax incentives for new or expanding businesses. This can mean significant savings for corporations and investors through a variety of resources and opportunities for businesses exploring startup or expansion projects. State and local benefits include tax credits, property tax abatements and local incentives. Employment screening and recruitment services are available from the New York State Department of Labor. In addition, job training assistance may be available from a variety of providers.
